The Preparation of Guideline to manage plastic wastes conforming to the Green Growth concept.
       
Solid wastes and garbage generating from households, business centers, handicrafts, hospitals, etc., in urban areas of Cambodia (like Phnom Penh Municipality, Siem Reab, Sihanoukville, Battambang and Kampong Cham), poses problems in managerial practices and disposal due to: (i) lacking of related means of transportation and technical management at dumpsite; (ii) implementing capacity in technical and legal framework is limited; and (iii) weak participation from the publics. Therefore, amounts of solid wastes and garbage are being increased from day after day consistent with high growth of local population and immigrants to seek a available job. Vice versa, solid wastes and garbage collection and management at storage areas and dumpsite seem to be less consideration and improvement which do not reflect to its increased tendency, including the inadequacy of action plan and programme to urge effective management.

By these issues, we found piles of solid wastes and garbage at market and public areas, water sources and canals, etc., although monitoring activities and the dissemination of legal tools have done at some provinces and cities. Therefore, solid wastes and garbage caused severely pressures to human health and the environment, which required urgently solved.

In the component of solid wastes and garbage, plastic waste is so-called the crucial theme, which is highlighted in this proposed project. In urban areas of Cambodia, plastic wastes commonly mixed in large piles of wastes causing serious negative effects, because they cannot decay under a weather condition for long times, while they were disposed at dumpsite and/or at everywhere (including in soil and/or water). At most dumpsites, mixed wastes and plastics are burned -that is a serious atmospheric pollution, especially the release of unintentional persistent organic pollutants (POPs): Dioxins and Furans, meanwhile Cambodian people do not aware and pay attention to this harmful case, including line institutions. Another major case that is a loss of urban and resorts aesthetics, due to disorderly dispose plastic wastes and other wastes, which impaired to local economy based on tourist sector as well as bothered to livelihood. On the other hand, local plastic recycling in family scale is being implemented by using outdated methodology without consideration on occupational health impact and environmental quality decline.

With accordance to above summarized, we can conclude that plastic wastes should be taken into account and identified the accurate management programme and action plan in terms of national and local levels for contributing the application of Poverty Alleviation -the Royal Government Policy, through cutting down negative impacts to public health and the environment. To accomplish this crucial target, the Working Group of the Ministry of Environment, has prepared the proposed project is, namely, "The Preparation of Guideline to manage plastic wastes conforming to the Green Growth concept" to submit to the Seoul Initiative Network, meanwhile the national budget is limited. Main output of the proposed project is the technical guideline aiming to:(i) reduce plastic use by using another alternative option; (ii) possibly reuse plastics again and again in order to cut down amount of generated plastic wastes; and (iii) recycling in appropriate way of plastic wastes. Additionally, the Guideline also address on how manage plastic wastes without effect to public health the environment (water, soil and air).
The proposed project has specific objectives as given below:
Identify causes and effects of plastic wastes to socio-economic development, including the gaps in their management based on the survey outputs from selected provinces and cities.
Set up appropriate technical guideline aiming at applying the Principles of Clean water, Clean air, and Clean land, through reducing, reusing and recycling of plastics.
Mainstream the meaning of Guideline on "The Preparation of Guideline to manage plastic wastes conforming to the environmental friendly of reducing, reusing and recycling"
